LOAN INFORMATION


No Interest Loan for 
Water Tap-in Fees

The City of North Ridgeville currently offers a program to help residents with the financing of Water Tap-In Fees. Program details and requirements are outlined below: 
  • Only owner-occupied residential property owners can participate in the Program. Commercial properties and rental properties where the owner does not reside are excluded. 
  • The term of the loan is 60 months (5 years) for a newly constructed line, or 36 months (3 years) for an existing line. The term of the loan for a newly constructed line may be extended to 120 months (10 years) for very low income households (please contact the Department of Finance for more information). Proof of Income level is required. 
  • The City will file a lien on the property to secure repayment of the loan until it is paid-off. This lien must be at least second in priority on the property. 
  • There is a $50.00 application fee that is due at the time the loan paperwork is signed. This fee covers the cost of filing the lien and removing it when the loan is paid-off.
  • Participants will receive a separate billing each month for the monthly loan payment. This billing will arrive and be due at the same time as the regular water/sewer/refuse billing. 
  • Participants may be subject to interest charges if payments are not made in a timely manner. 
  • The loan may be paid-off at any time with no penalty.

 

If you are an owner-occupied residential property owner and wish to take advantage of this Program, all you need to do is bring a copy of the legal description of your property and your contact information to the Department of Finance at City Hall. It will generally take about ten business days to prepare a Promissory Note and Mortgage Deed. When these documents are ready, you will be contacted to set-up a time when the listed property owners can sign the documents and have them notarized. After the documents are signed and notarized, the property owners can pick-up their Tap-in permit at the Public Utilities Department during regular business hours.
