Street Repairs and Paving Schedule 2020
In November 2019, Resource International, Inc. completed a master plan report for Pavement Condition Rating (PCR). The report includes a summary of the condition assessment, recommendations as to the prioritized areas requiring attention, and maintenance and rehabilitation recommendations for the entire city network of streets, with the exception of interstate highways. This report is essential to prioritizing the list of streets to be paved each year within the city’s allocated budget.
 
Asphalt Paving Projects
The following streets are completed:

Dorchester Avenue
Gloria Avenue (from Jefferson Avenue to just west of Madison Avenue) 
Handyside Road
Madison Avenue (between Adams Avenue and Gloria Avenue) 
Main Avenue (from Adele to May)
Mills Creek Lane (from Shady Moss to Mills Road)
Otten Road (from Sandy Ridge Reservation to Barres Road)
Poplar Street (from Rosebelle Avenue to Rhonda Drive) 
Root Road (from Center Ridge Road to Bainbridge Road)
Root Road (from Bainbridge Road to Chestnut Ridge Road)
Westminister Avenue
 
Reclamite® Asphalt Pavement Rejuvenator
The city has contracted with Pavement Technology Inc. to treat 20 asphalt streets this year with Reclamite® which restores maltenes, the components of asphalt lost in the aging process, and improves the durability of the pavement near the surface where deterioration begins. This will extend the service life of the asphalt pavement while conserving the maintenance budget.  Update 8-27-2020: Pavement Technology crews will be working to treat the streets for the next several days beginning August 27. Traffic will be maintained during the application process.
 
Full-Depth Concrete Pavement Repairs
In 2019, the city completed full depth concrete pavement repairs for Englewood Court, Cedar Branch Circle and Pine Branch Circle. In 2020, the Engineering Department will advertise for bids for the Full-Depth Concrete Pavement Replacement project (sections of McArthur Drive and Northwood Court) in June with construction tentatively to begin in July. Because of a delay with a reappropriations bill at the Ohio Public Works Commission (OPWC), funding for additional streets that had been scheduled for replacement for the summer of 2020 are on hold. The OPWC can’t guarantee payments against our agreements until the reappropriations are finalized. We anticipate this will happen in July 2020. Upon confirmation of the availability of funds from OPWC and if enough time is available in the construction season then the Engineering Department will advertise for the construction of concrete pavement replacements for sections of Gatestone Road, Main Avenue, Rock Point Circle, and Pleasant Avenue.  
Update 8-14-2020: DL Smith Concrete will be working for the next 30-45 days performing joint and pavement replacements for sections of McArthur Drive, Northwood Court, Rock Point Circle and Gatestone. 
Update 10-2-2020:  McArthur Drive is open in both directions with restoration to follow; Northwood Court is nearly 90% complete and the contractor plans to pour the NB lane the week of October 5; Gatestone Circle is open to traffic with ADA ramp installation at a later date and a few slabs of existing sidewalk to be replaced; Rock Point Circle the SB lane is scheduled to be poured the week of October 5; Main Avenue the contractor will begin removing the NB lane from May Street to Theresa Street on October 5, access will be maintained on the north side of May Avenue; Pleasant Avenue - update coming soon.
