Stormwater Utility, Effective January 1, 2019
The City of North Ridgeville has adopted a new Stormwater Utility Chapter in its Codified Ordinances that took effect on January 1, 2019. A Stormwater Utility is an organizational and financial entity that establishes a program and dedicated funding source specifically for stormwater management activities. Residential and Non-Residential property owners will pay a Stormwater Utility charge based on the stormwater runoff that their property contributes to the stormwater management system. The revenue is exclusively used for maintenance and improvement of the city’s stormwater system, including routine maintenance, development of drainage plans, implementation of flood control measures, funding of capital improvement projects, and enforcement of state mandated stormwater activities. 
 
Residential and Non-Residential property owners will receive a Stormwater Utility charge on their monthly water/sewer bill that is based on the average amount of impervious area on their property. An independent study was completed for the City that established an Estimated Residential Unit (ERU) of impervious area at 3,820 square feet per an average residential parcel. The 2019 base rate for one (1) ERU is $3.88 per month.
As a result, all residential property owners will see a charge of $3.88 on their monthly water/sewer bill as their Stormwater Utility charge.
 
Non-residential property owners will receive a modified Stormwater Utility charge on their monthly water/sewer bill that is based on the amount of impervious area on their property. The charge will be calculated as a multiplier of the number of ERU’s. Stormwater Utility information and documents can be found on the City’s website at www.nridgeville.org/Engineering.aspx.
