Answer iconA prenote (zero dollar transaction) will be produced the first billing month after you sign up for the service.  The prenote will allow us to make certain that all of your bank account information has been entered correctly and that there are no problems.  The following billing month will be your first actual automatic payment (ACH deduction).

Answer iconYes, it is very important to notify us in advance of any changes to your bank account information that we have on file for your automatic payments.  A new Authorization Form will need to be filled out when any banking information changes.

Question iconI am trying to delete a payment account for a checking account that I'm closing, and the system won't let me delete it. Why not?
Answer iconYou can not delete an active payment account. A payment account is active if it is either currently selected as the default for a bill or it is selected for paying a bill that you've approved for payment but hasn't yet been paid. In order to delete the payment account, you need to choose a new default payment account whenever that account is used and choose a new payment account if that account is being used for any pending bills. You can then delete the payment account.

Question iconWhat are some examples of different types of payment settings?
Answer icon

Click2Pay allows you to make an immediate payment toward a statement. You may make a full or partial payment. You may pay by a credit card or by direct debit to your checking account.

Bill Assistant allows you to automatically pay your bills when they become due. To cover exceptions and/or errors you may set limits on the size of the bill that will be automatically paid. You may also setup recurring payment for a fixed payment amount.

Email Payment allows you to set up a payment order that is triggered when you reply to a new bill email. You set up the account to be charged when your reply is received. Everything else is automatic. If you do not want to pay the full amount due then use the Click2Pay.

Answer iconIf you are wishing to sell a vehicle, you must obtain a permit. These can be obtained in the Mayor's office Monday through Friday 8:00 am to 4:30 pm. The permit is good for 30 days. Two permits per year per address are allowed at the cost of $2.00.

Question iconHow do I get a solicitors permit?

Permit applications are available through the Administrative office. These can be obtained Monday through Friday 8:00 am to 4:30 pm. Solicitors obtain an application, fill in the appropriate information and submit it to the Safety Service Director's office for approval. There is no fee for this permit.

  • Please bring a copy of the employer/organization's credentials showing the exact relationship and authority of the registrant to the business represented. A letter signed by a person of authority to so authorize from the business will suffice.
  • A copy of Drivers License/Photo I.D. is required for each person soliciting as well as their contact phone number.

All door-to-door activity of any nature shall be restricted to the h ours of 10:00 am to 8:00 pm.

A violation by the Registrant or any agent thereof any requirement of Ordinance No. 3899-2003 is punishable by a fine up to $250.00 per violation.

A copy of this permit shall be carried by each employee who goes upon the property of citizens in the City of North Ridgeville.

Question iconHow do I get a mobile frozen dessert permit?
Answer icon

The mobile frozen dessert permit (ice-cream truck vendors) applications are available in the Administrative off Monday-Friday 8:00 am to 4:30 pm. There is a $25.00 fee. Applications must be filled out and all criteria met before permit is approved by the Safety Service Director.

  • Each vehicle has to have a driver who is at least 21 years of age and possess a valid driver's license. 
  • Each vehicle shall be accompanied by at least one employee to assist in sales and observation of traffic.
  • Outer garments or uniforms are affirmed to be clean and to display the name of the employer.
  • A copy of a current and valid food establishment permit issued by the Health District authorities is needed.
  • Proof of at least $300,000.00 bodily injury and property damage insurance is shown.
  • A copy of an inspection of the vehicle by someone qualified to do so is attached showing:
    • in letters of not less than two inches, the vehicle displays the product names, the manufacturer, and the employer's name and telephone number.
    • the vehicle is of commercial metal construction, properly insulated, in good repair, well-painted, and clean and sanitary both inside and out.

Question iconHow do I get married by Mayor Gillock?

  • Make appointment at mutually agreeable time with the Mayor's Administrative Assistant Sandy or Safety-Service Director's Administrative Assistant Robin.  Mayor does weddings 9 a.m. to 4 p.m., Mon. through Fri.  If the Mayor is not available, weddings may be performed by the Safety Service Director.
  • Take Mayor's name and date of wedding to the Probate Court at the Justice Center, 225 Court Street, 6th Floor, Elyria.  For further information regarding their requirements, costs, etc., visit their link at www.loraincounty.com/probate or call 329-5295 or 329-5176. 
  • The Probate Court will give you a packet which you bring to the Mayor's Office anytime during regular business hours, BUT NO LATER THAN 2 DAYS BEFORE THE DATE OF THE WEDDING, so that forms may be filled out and the ceremony prepared. 
  • Mayor asks that you make a $100 donation when bringing in your license which he gives to the North Ridgeville Senior Center.  (Cash, checks or money orders only. Make checks payable to Seniors, Inc.)    
  • Return on the chosen date and come to the Mayor's Office to gather.  You are allowed to have guests, but witnesses are not required.  The ceremony will take place in our Council Chambers.  Cameras, music, flowers, etc., are acceptable.  The ceremony will take approximately 10 minutes.

Please feel free to call 353-0811 or 353-0819 if you have any further questions.  Between December 1, 2003 and August 10, 2008, Mayor Gillock has performed over 160 weddings.

Answer iconA building permit is your formal permission to begin construction, demolition, addition or renovation on your property.

The Building Department's certified plans examiners must review your plans to ensure that they comply with the Residential Code of Ohio, local Zoning Ordinances, and other applicable regulations. Building permits regulate types of construction allowed and ensure that building standards are met. The building permit process protects the owner's interests and those of the community at large, and helps to ensure that structural changes are safe.

By obtaining a permit, you can also take advantage of the professional expertise of the Building Department's State of Ohio Certified Inspectors. Our staff, Plan Examiners and Inspectors can offer suggestions to help you solve or avoid construction problems. It is to your advantage to ensure that you or your contractor obtain the necessary permits and schedule the required inspections.

Answer iconThere is no size limit except that allowed within the setback requirements of your property. The deck may extend a maximum of 10’ into the required rear yard. Uncovered porches may extend a maximum of 5’ into the required front yard. The deck must be a minimum of 5’ from side property lines. Any deviation from the above may require a zoning variance.

Question iconWhat are the due dates?
Answer iconThe annual return form FR is due by April 15th each year. The first quarter is always due with the final return form by April 15th. We do not bill separately for the first quarter estimated tax, this is incorporated into our final return form. The second quarter ends June 30th and is due by July 31st. The third quarter ends September 30th and is due by October 31st. The fourth quarter ends December 31st and is due by January 31st. Bills are sent as a convenience for the remaining three quarters with the amounts and due dates indicated.

Answer iconInformation for property taxes can not be answered by this office. This is the city income tax office and can only answer questions regarding the city income tax which is based on earned income. The property taxes are assessed through the county and you must contact the Lorain County Auditor's office or the Treasurer's office at: 329-5212 or 329-5256. Also we can not answer questions regarding the Federal or State income taxes however you can contact the IRS at 1-800-829-1040. The State of Ohio Department of Taxation can be reached at 1-800-282-1780.

For hazardous situations

If the outage presents a hazardous situation - such as broken glass or lens, the fixture is in danger of falling, the wires are exposed, the pole is damaged, leaning or knocked down - DO NOT complete the form. Instead, call your First Energy Contact Center immediately.

Answer iconNOPEC wishes to explain the residential customer pricing information you may
have seen in recent advertisements. For eligible residential customers in
NOPEC’s member communities (rate code RS), the base rates for electricity
usage will be a fixed rate as follows:

$0.0651 per kWh in August 2009
$0.0559 per kWh for September 2009 - December 2009
$0.0584 per kWh for January 2010 – May 2010
$0.0680 per kWh for June 2010
$0.0724 per kWh for July and August 2010
$0.0621 per kWh for September 2010 until your January 2011 meter reading
date

The base prices above include generation, transmission, generation related
components, which are charges associated with the costs of purchased power
and the cost to deliver the power through the transmission system and
alternative energy resource requirement compliance costs, plus an
uncollectible costs adder of $0.000539/kWh.

On average, these base prices are presently estimated to be lower than the
Price to Compare* by the following percentages:

About 12% lower in August through December 2009
About 8% lower in the first six months of 2010
About 2% lower from July 2010 through your January 2011 meter reading date

*NOTE: These discounts are not cumulative. Actual discounts may vary from
the stated current percentage discounts over the period of your service
because your Price to Compare may change over these periods based on your
usage, seasonality or any changes made by the utility to its calculations.

Also, due to the tiered structure of the utility’s residential electric
generation rate for the months of June, July or August, your actual savings
during those months will be lower for customers whose monthly usage during
any of those months is below 950 kWh.

Certain residential customers (for example customers eligible for the
residential non-standard credit provision under rider EDR) are not eligible
for NOPEC’s program. Those customers should evaluate other offers before
making a decision to change suppliers.

Question iconHow do I obtain a copy of a crash report?
Answer iconCrash reports usually take 3-5 business days to complete. The records department can be reached at 440-353-0830, between the hours of 6:00 a.m. and 2:00 p.m. Monday thru Friday. When the report is complete, it can be left for you to pick up, at your convenience, at the dispatch window, which is open 24 hours a day. Your insurance company can request a copy of the report by FAX. Our Fax number is 440-353-0834. When requesting a copy of a crash report, please include the report number. If the report number is unknown, include the driver's name, date of crash, and location, as well as your telephone number and FAX number in case we have any questions regarding your request.

Question iconHow do I obtain a record check for employment?
Answer iconRecords checks for employment purposes are done for residents of North Ridgeville only. If an employer is requesting a record check, the person having the record check done must come to the police department with a drivers license and a letter from their employer requesting the record check. If the employer did not supply this form, we need a written, signed and dated request from the person needing the record check for employment purposes. This record check is through our department only and NOT a criminal history check through BCI or any other law enforcement agency.

Question iconI need to be fingerprinted for employment purposes. Can the police department do that for me?
Answer iconRecently the Bureau of Criminal Investigation began accepting AFIS (Automated Fingerprint Identification System) prints only. At this time, our department does not have this technology available to the general public. However, there are several locations in Lorain County that can assist you. (Call the police department at 440-327-2191 for a list of those locations). We can assist you with fingerprinting if the employer supplies you with a fingerprint card and you are a resident of North Ridgeville, or work in the city. An appointment is not needed, however you may have a short wait until an officer is available to assist you. Be sure to bring your drivers license or state I.D. card with you.

Question iconCan I have a copy of my arrest report?
Answer iconAs long as an arrest is pending court action, it is not considered a public record. Once it has been adjudicated it is available to the public. If a defendant wants a copy of the arrest report they must file a Motion of Discovery with the court. The request is then given to the Prosecutor's Office to consider. If you have an attorney, he or she can do this for you.

Answer iconDepending on why it was towed and impounded, you may need to get a court order to have it released. If so, get the release order from the court. After obtaining the court order release, or if no court order was required, the owner and two drivers with a valid drivers license need to come to the police department to obtain a release which can be taken to the towing company. Once the fees are paid to the tow company, the vehicle can be released.

Yes. Juveniles under the age of 16 are not permitted to congregate, loiter, or play upon the streets, sidewalks, public places or places of amusement and entertainment, or to remain away from his or her residence or on unenclosed lands within the city between the hours of 11:00 p.m. and 5:00 a.m. unless accompanied by a parent, guardian, a responsible person 21 years of age or older, or a family member eighteen years of age or older.

For Juveniles age 16 and 17, the prohibited hours are between 12:00 midnight and 5:00 a.m. For further information see city ordinance 636.22.

Question iconWhat should I do if there is a house in my neighborhood where I believe drugs are being sold?
Answer iconContact the police department and report your suspicions. Questions that you may be asked include the days and times when the activity is more prevalent, the description and/or names of any residents of the house, if known, and descriptions of any vehicles that may be involved. It is not necessary to identify yourself, but it will be helpful if you do, so that police officers can contact you with any additional questions they may have. We do not release any information to the suspects regarding people who report drug activity or include that information in any of the investigative reports.

Answer iconRemain at the scene and either use a cell phone to call the police or ask someone else to call. Try to give an accurate location as to where the crash occurred. It also helps if you can advise us if anyone was injured or whether any hazardous conditions exist, such as a fire or downed power lines. The more information we have, the better we can ensure that the appropriate emergency equipment is dispatched.

Tell your passengers to remain in the vehicle and keep their hands in plain view. Do not reach for the glove compartment or reach around inside the vehicle or on your person to retrieve your drivers license until you are directed to do so by the officer. Do not exit your vehicle at any time during the traffic stop unless you are told to do so by the officer.

Answer iconThe officer wrote the court date and time at the bottom of the ticket. Some citations require a court appearance, while others do not. If a court appearance is not required, you may appear at the Clerk of Courts office any time before the court date, during the court's regular business hours, and pay the fine. If you are unsure whether you are required to appear in court or not, contact the Clerk of Court. The phone numbers for the courts may be found on the back of the ticket.

Answer iconYou may call the police department to report the problem. Our Humane Officer works from 7:00 A.M. to 3:00 P.M. Monday through Friday. However, we will respond any time of the day or night if the animal is aggressive or dangerous. It will be very helpful if you can tell us where the animal's owner lives so that we can speak with them concerning the problem and/or take enforcement action if needed.

Answer iconNo. Your animals are your responsibility to care for. You may call the Lorain County Animal Protective League and see what they suggest that you do. Another possible option is to contact your veterinarian and see if he/she can assist in finding a home for you pet.

Answer iconCollection starts at 6:00 A.M. and can vary from week to week. Garbage, bulky waste items, recyclables & yard waste should not be placed at the curb earlier than thirty-six hours before the day of collection and should not be placed too close to the street as to create a hazardous condition to drivers and pedestrians. Some developments or associations may have other stipulations regarding when or where these items may be set out for collection so please be sure to check the individual rules and regulations for the area where you live.

Answer iconThere will be three different trucks collecting these items at different times during the day. It is imperative for residents to have all of their refuse, recyclables and yard waste placed at the curb no later that 6:00 a.m. on collection day.

Pick-Up is only delayed 1 day if a legally recognized major holiday falls on a Monday that week.

Example 1: Memorial Day- Pick-up will be on Wednesday.

Example 2: Thanksgiving Day- Pick up will still be on Tuesday prior to Thanksgiving.

Our current refuse hauler does not work on the following holidays only:

  • New Years Day
  • Memorial Day
  • Independence Day
  • Labor Day
  • Thanksgiving Day
  • Christmas Day
  • All other holidays will not affect the weekly collection schedule.

Answer iconNo. Recycling is not currently mandatory in North Ridgeville but we strongly encourage all residents to participate in the recycling program. Recycling is not only good for the environment by saving energy and resources but it saves valuable landfill space.

Question iconWhat materials are accepted for recycling?
Answer iconGlass, plastic and cans may be placed in the same blue bag but newspapers must be placed in a separate blue bag. All glass beverage bottles and jars may be recycled but please rinse the containers and remove the lids and neck rings. The paper labels do not need to be removed from glass bottles or jars. Plastic milk containers and plastic bottles and containers that have the numbers 1 or 2 stamped on the bottom may be recycled and should also be rinsed out. Aluminum and steel cans should be rinsed out and should have any paper labels removed. Newspapers only should be placed in a separate blue bag and should not contain any magazines or glossy inserts. Please tie the blue bags securely to prevent them from opening.

Answer iconYard Waste such as grass clippings, leaves, weeks or garden waste should be place in paper yard waste bags. These specially designed paper yard waste bags use who layers of special reinforced kraft paper that has the proven ability for holding and diverting all kinds of yard waste. In most instances, these all-weatherproof paper bags can be left out in all climates for up to ten days without breaking down. These paper bags are not only stronger than plastic, they can hold yard waste better than plastic. Remember, not all yard waste bags are made alike so please make sure you are buying "wet strength" yard waste bags for maximum durability.

Answer iconClean used motor oil; up to 5 gallons maximum per day, will be accepted. "Clean" means oil not mixed with brake fluid, antifreeze, gasoline or other fluids and is free of most dirt an other solid matter. Used motor oil should be transported only in well-sealed containers. Please call the Service Department in advance at 353-0814 for permission to bring in larger quantities.

Answer iconA hot, nutritious meal is delivered right to your door Monday through Friday (or weekdays of your choosing) by one of our friendly volunteers. Each meal is delivered before noon and contains a hot entrée, bread, and a cup of fruit or gelatin. We do not accommodate any special diets; however, all of our meals are low in sodium and low in sugar. The price for a meal is $2.75. The residential rate is $2.40 per 100 cubic feet of usage plus a $1.54 base charge. (Example: 600 cubic feet / $2.40 x 6 = $14.40 + $1.54 = total $15.94).

Question iconWhy does my water smell or taste funny during the warmer months?
Answer iconSummer brings higher algae counts in greater abundance on Lake Erie. One type in particular, Ceratium hirundinella, has a fishy or grassy taste and odor, which is very common in our area. It's a natural occurrence and it's very difficult to eliminate it totally. In this instance, the water's taste and odor poses no health risks but is less appealing to the senses. Increased algae is a yearly phenomenon that occurs during the hottest months of the year. Natural phosphate and potassium fertilizers filter from the land and are joined by nitrogen in the air and higher lake temperatures. During summer, fish eat in deeper, cooler water, allowing the bacteria to grow without much reduction. Some years are worse than others and are always affected by natural conditions that exist from year to year. Helpful Hint: You should turn off outside spigots and disconnect garden hoses when not in use. When a hose is connected and the spigot is on with water left in the hose, the sun heats up the water in the hose, promoting algae growth. The heating of the water in the hose will also cause it to expand and begin forcing water back inside the house through the inside plumbing. The water from the hose may then be siphoned back into the house when a faucet is turned on inside, thus causing the water that you just got from the faucet to have an unpleasant odor and taste.

Answer iconAn additional meter for outside water usage, allowing the customer to pay for water that is used outside without paying for the sanitary sewer usage. The cost of the water meter only is $149.96. A permit must be obtained from the Building Department for inspection of the meter set-up. Question iconDo you offer any discounts on services to Senior Citizens?
Answer iconDiscounts are offered to residents that are 62 years of age or older. The water discount is realized when the customer uses under the minimum billing amount of 400 cubic feet, they are only charged for the water that is actually used and there are no penalties levied for late payments. The refuse discount is $1.00 off of the current regular residential rate. There is also an additional discount of $1.00 off of the refuse rate for residents that are qualified for the Homestead Exemption through the Lorain County Auditor’s Office. Forms for the water and refuse discounts may be obtained from the North Ridgeville Utilities Department. A copy of the approved Homestead Exemption application must accompany the refuse discount for residents applying for the additional refuse discount.

Question iconWhat do I need to do to transfer water, sewer and refuse billing into my name?
Answer iconCodified city ordinance 1046.18, as amended by 4464-2007 requires all new water customers to pay a $50.00 security deposit for service. Water customers prior to October 18, 1982, that had no previous record of delinquency of either water or sewer bills, shall be exempted from paying a security deposit. The security deposit is non-refundable until such time as water service is terminated to said customer and his or her bill has been paid in full, or in the event the customer has shown no record of delinquency during any 12 consecutive months, the deposit may be refunded upon application by the customer. If at the time services are discontinued and disconnected there exists an outstanding balance, the security deposit shall first be applied and credited to the outstanding balance and the remainder refunded. In the event the services have been paid in full, said security deposit shall be refunded in whole, without interest.

Answer iconOur current refuse and recycling hauler, Allied Waste Systems, still collects on certain holidays so they do not alter their schedule. The holidays that they do not work are New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. Tuesday,  will only be affected if the holiday falls on a Monday. In that case, pick-up will be delayed one day until Wednesday.

Question iconI've heard that I can get a credit for sewer when I fill up my swimming pool, what do I need to do?
Answer iconCity ordinance # 2118-86 provides for sewer credits for filling your swimming pool so long as the pool is at least four feet in height and the water used is at least 80% of the volume needed to fill the pool. You must call the Utilities Office prior to filling your pool and inform us of the size and shape of the pool, date you are filling it along with your name, address and telephone number. The volume of water needed to fill the pool in order to receive credit is then calculated and credit is given based on actual water meter readings obtained from your meter in previous months.

Question iconHow can I dispose of a refrigerator or a freezer?
Answer iconThe Environmental Protection Agency (EPA) has banned all appliances that have Freon or CFC's in them. In order to have your appliances that have these hazardous chemicals in them picked up by Allied Waste, you must have all of the Freon or CFC's removed from them by a certified technician. Once this is done, the technician will place a sticker on the outside of the appliance to alert the waste hauler that the hazardous chemicals have been removed and that is now safe for disposal in the landfill. Of course, you also need to remove the door of the item to prevent a safety hazard to children.

Question iconMy bill seems really high and I don't think we used that much water, what could be the problem?
Answer iconThere are several factors that may contribute to a high water bill. The biggest culprit is a leaking toilet. They are hard to detect since they may be slow leaks that seep right into the toilet bowl or run out the overflow in the back of the toilet tank without making much noise, depending on how severe the leak is, or leaving a mess such as wet floors or carpets. Other factors include but are not limited to, having company over the holidays, water left running while away, other leaks such as dripping faucets or utility tubs, excess laundry or outside watering or washing cars in the summer. Remember that when your water usage increases, your sewer usage also increases. Although the meter reader does a very good job while reading the meters, they are human and occasionally make a mistake. If you feel this could be the problem, please call the office and we will be happy to set up an appointment with you and have the meter repairman double check the reading.

Answer iconUnfortunately, for some reason, a bill may get lost in the mail or misplaced. If you notice that you have not received a bill by the end of the month, please call the office and we can tell you how much you owe and when it is due so you can avoid the late fees. You may then mail your payment to us or drop it off at our office. Please include your account number on your check and if you pay in person and need a receipt for cash, we will be happy to give you one.

Please place your trash, blue bags and yard waste out at the curb by 6:00 a.m. on that day. Guidelines for refuse collection are also available at the Utilities Department. Answer iconGenerally, a $10.00 fee will be charged to turn the water back on at a property unless the water service has been disconnected due to delinquency. In the event that the water service has been shut off for non-payment of the bill, the turn on fee for the first shut off for non-payment will be $10.00; the turn on fee for the second shut off for non-payment will be $20.00; the turn on fee for the third shut off and each shut off thereafter for non-payment will be $40.00.

Question iconWhat if my water was shut off for non-payment but I need it turned back on after regular business hours or on the weekend?
Answer iconIf the Water Department is required to re-establish water service after normal business hours, a charge will be added to the applicable turn on fee in an amount equal to the actual cost incurred by the city for the after hours service call. The person making the request for turn will need to appear in person at the North Ridgeville Police Department where you will need to pay the past due amount in full and sign a waiver agreeing to pay the call out fee, which will be included on your next monthly utility bill along with the actual turn on fee.
